James Kyle, Jr.
Jim Kyle has served the state of Tennessee and the citizens of Memphis and District 28 as a State Senator for over twenty four years.
As the Democratic Leader in the Senate, Senator Jim Kyle bears the distinction of having sponsored every major item of legislation vital to Governor Bredesen’s wide ranging reforms. From expanding Pre-K education programs to TennCare reform, from the Schools First Program to record expansions of state parks, Senator Kyle has been instrumental in ensuring the legislative success of the Bredesen Administration.
Throughout a career that has spanned four governorships, Senator Kyle has been a consistent choice for roles that require clear insight and sound judgment. Under Governor Ned McWherter, Senator Kyle was selected to serve on the pivotal Senate Education committee. It was there that Jim served as an architect of the Basic Education Plan that would guide the path of Tennessee schools into the 21st Century.
For over 10 years, Kyle served as the Chairman of the Corrections Oversight Committee, where he led the committee in facilitating a comprehensive overhaul of Tennessee’s correctional facilities. This overhaul resulted in prisons being returned to state control after almost 12 years of federal oversight.
Senator Kyle has also been a driving force on the influential Senate Finance Committee, where he is widely recognized as one the most knowledgeable legislators on the state budgeting process. Utilizing this technical competence and keen understanding has benefited his district, his hometown of Memphis, and the entire state of Tennessee.
Whether speaking on the floor of the Senate, presenting a bill before a Senate committee, or meeting with a group of constituents, Senator Kyle continues to possess a unique combination of longevity and discernment that make him an indispensable voice on the challenges that face Tennessee.
Jim Kyle has been married to Tennessee Regulatory Authority Director Sara Kyle for almost 20 years, and they are the proud parents of four children. He is a member of Second Presbyterian Church, the Memphis Bar Association, and Ducks Unlimited. He is a graduate of Arkansas State University, and the Cecil Humphrey School of Law at the University of Memphis. He is a founding partner of the Memphis law firm, Domico Kyle PLLC.
